PURPOSE:
The Police Department applied for a Bureau of Justice Assistance match grant for a Body-worn Camera Policy and Implementation Program on April 27, 2016. The Total project funding is $600,000, which includes a $300,000 fund match from the City. City Council approval is required for match grants.


BACKGROUND:
The Police Department initiated a Body-worn Camera pilot program with a partial police workforce in 2012 to begin working on the creation of a program policy. Since that time, the Department has gained substantial experience and now plans to re-launch the program by replacing current equipment and expanding body-worn camera usage to officers working in various situations, such as rookies in field training, officers working secondary employment and certain investigative units along with all officers in patrol units.

This match grant application provides for equipment, policy development and training. If approved and awarded, the grant would assure that each officer has their own equipment with an expanded life span. Anticipated outcomes include providing guidance and training to officers on use of the new equipment and in understanding the policies, promoting public safety and reducing crime. BUDGET IMPACT:
The grant project budget is $600,000, which if awarded, would require a $300,000 match of City funds. Funds are anticipated to be available in the 2016-17Annual Budget. Funding for future years is contingent upon City Council approval of Annual Budgets.
