PURPOSE:

City Council is requested to approve and award the contract to S&S Building and Development, LLC for the office renovation of the District 3 Police Station of the City of Greensboro.

 

BACKGROUND:

As part of the Greensboro Police Department moving out of the 1st floor of the Kitchen building, staff previously located there will now be relocated to the D-3 Police Station.  Affected units include the Police Neighborhood Resource Center (PNRC), School Resource Officers and the K9 unit.  In order to accommodate the needs of staff, the vacant space, formally occupied by the Scene Shop, will be renovated into office space for use by the Police Department.  The construction and the subsequent move of certain police department personnel to the District 3 Substation is the first step to complete expansion of the police headquarters. The project is an effort to provide better overall police service to all areas of the City and will not affect patrol resources in any police district.

In light of this, the Police Department, along with the assistance of the Facilities Division, has worked with tma Architect, p.a. to provide design plans for the renovation of the office spaces involved that will meet the needs of the Police department.

 

Bids were initially solicited and opened on January 28, 2016. These bids were reviewed, and the decision was made by staff and the designer to re-advertise for bid due to budget constraints. The second round of bids were received on March 24, 2016 as indicated below:

Upon review of the bids received, it was determined that the first two lowest bids did not meet the requirements for the City’s MWBE policy of Good Faith and MWBE goals set for this project. Both Bidders were given the opportunity to appeal the decision. However, both appeals were denied by the City Manager’s Office. As indicated above, the third lowest bid was received from S&S Building and Development, LLC in the amount of $332,203. The MWBE utilization goal was 7% MBE and 7% WBE. The contractor’s commitment is 19% MBE and 10% WBE. A good faith investigation was conducted, and it has been determined that the contractor made good faith efforts to comply with the City’s MWBE policy (see attachment).

 

The start of construction is projected for August 2016.

 

BUDGET IMPACT:

Funds for the project are available in the Greensboro Police Department’s Federal Forfeiture Assets Account #411-3514-02.5613 (Maintenance/Repair), and #411-3514-02.6013 (Capital Building Costs).

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended by the Police department and Facilities division that City Council approve the contract from S&S Building and Development, LLC for office renovations at the District 3 Police Station for the City of Greensboro’s Police Department in the amount of $332,203.
