PURPOSE:
Brown and Caldwell, Inc. is being requested to provide support services for the SCADA Communications Master Plan Project. City Council approval for a contract with Brown and Caldwell, LLC in the amount of $725,682 is requested.

BACKGROUND:
Water Resources is requesting to enter into a contract with Brown and Caldwell, Inc. to provide technical assistance on the SCADA Communications Master Plan for the Water Supply Division. The SCADA system helps the plant staff control water supply operations and integrate process equipment and instrumentation. As part of the project, the SCADA communications will be upgraded to the new 3G/4G LTE wireless communication system at ten remote facilities. Implementation of a video surveillance system at twenty-two remote facilities will also take place. In addition, SCADA system integration services for Groometown and McCloud Booster Stations will be provided. Finally, a SCADA information management protocol will be developed for handling sensitive data.

Brown and Caldwell's knowledge and experience with the City's Water Supply SCADA Communications Phase 1 Upgrade made them the ideal candidate to provide the requested services for this project. Chester Engineers of North Carolina, Inc., a MBE firm with significant business presence in the Greensboro MSA, will perform 20% of the contract work.

BUDGET IMPACT:
Funding in the amount of $725,682 is budgeted in the Water Resources Capital Improvements Fund. Account 503-7025-04.5410 will be used, and a budget adjustment is necessary to use this account.
