PURPOSE:
The North Carolina Department of Transportation has awarded the City the FY 2016-2017 Federal Transportation Planning Grant Funds on behalf of the Greensboro Urban Area Metropolitan Planning Organization. A budget ordinance needs to be approved by City Council to permit the expenditure of funds.

BACKGROUND:
As the lead transportation planning agency for the Greensboro Urban Area Metropolitan Planning Organization (MPO), the City of Greensboro receives annual Federal Highway Planning Grant funds (Section 104(f)PL). These funds are administered by the North Carolina Department of Transportation (NCDOT) and are used to fund transportation planning related activities, which support the MPO's Unified Planning Work Program. The MPO Transportation Advisory Committee adopted the FY 2016-2017 Unified Planning Work Program on March 23, 2016 based on a funding availability statement provided by NCDOT.

For FY 2016-2017, the City has received notification from the NCDOT that $437,141 is available to cover 80% of the transportation planning expenses. Since this is a grant program, a $109,285 local (in-kind services) match is required to leverage these funds. The City may also receive funds from other local governments up to $10,000 to support studies conducted by the MPO.

BUDGET IMPACT:
The ordinance adds $437,141 in federal grant funds, $109,285 in local (in-kind services) match and up to $10,000 from other local governments for a total of $556,426 to 220-4598-01 (MPO Planning Grant FY 16-17) in FY 2016-2017 to cover transportation planning related expenses.
