PURPOSE:
A resolution needs to be approved to authorize municipal agreement with NC Department of Transportation for U-5842 - Elm-Pisgah Church Intersection Improvements Project.
BACKGROUND:
This project was identified by the Greensboro Transportation Department and was submitted by the MPO for funding through NCDOT's Prioritization 3 process and was included in the 2016-2025 State Transportation Improvement Program (STIP). NCDOT has agreed to administer the project phases (design, right-of-way & construction).
The project consists of dual left turns on Elm from the north and on Pisgah Church from the east, right turn lane on Elm from the south and on Pisgah Church from the east, medians on all four approaches to control driveway access, sidewalks, markings, and signal improvements. The project schedule per the STIP is to acquire right-of-way in 2017 and begin construction in 2018
Elm Street and Pisgah Church Road are City maintained streets, thus NCDOT is requiring the City to provide 20% of the project's costs. This initial agreement includes the design phase. NCDOT will be submitting amendments for the future right-of-way and construction phases when estimates per the construction plans are available.
BUDGET IMPACT:
A 20% local match of $20,000 from bond account 471-4503-01 (U-5842 Elm/Pisgah Church Intersection) will be sent to NCDOT following agreement being fully executed. A budget adjustment is required to move funds into the appropriate account.
