PURPOSE:
The bids for Contract 2009-003 (Battleground Ave. at Cone Boulevard Intersection Improvements (U-5306 A)) have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Yates Construction Company in the amount of $2,604,101.93.
BACKGROUND:
This work consists of all labor, equipment, and materials required for installation of roadway improvements: unclassified excavation, storm drainage, asphalt paving, pavement markings, and erosion control; along with ADA compliant concrete curb cuts and driveways.
The bids were opened on May 24, 2016 and the apparent lowest, responsible bidder is Yates Construction Company, Inc. (Stokesdale, NC) with a bid of $2,604,101.93.
The DBE utilization goal was 10%.
The contractor’s commitment is DBE = 27.0%.

The proposed date for start of construction is August 1, 2016. The proposed date of completion is June 27, 2017.
BUDGET IMPACT:
Funds for this construction contract are budgeted in the following:
$1,040,657 - 220-4587-01.6014 A12081 Street Improvements U-5306 A (Grant)
$1,563,445 - 471-4502-23.6014 A16050 Street & Bridge Improvements (Bonds)
$2,604,102
Staff anticipates receiving additional grant funds to reduce the required use of local funds. A budget adjustment is required to move funds into the appropriate account.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections and GDOT that City Council approve the bid and award Contract 2009-003 (Battleground Ave. at Cone Boulevard Intersection Improvements (U-5306 A)) to Yates Construction Company for the bid amount of $2,604,101.93 and approve the associated budget adjustment.
