PURPOSE:
The Field Operations Department is responsible for meeting state requirements to provide hazardous waste disposal services in Greensboro. The Department plans to amend the current contract. The amendment will renew the contract for a one year term and increase the estimated contract value. The contract value is greater than $100,000, which requires City Council approval.

BACKGROUND:

The Centralized Contracting Division performed a competitive solicitation through the Greensboro Electronic System in 2013 to select the current contractor for a three year term with two potential one-year renewals. The Field Operations Department and contractor mutually agree to renew the current contract for an additional one-year term, extending the current end date of August 31, 2016 to August 31, 2017. The M/WBE Office concurs with the one year renewal.

The contract was originally let in 2013 for an estimated annual value of $559,825 based on costs at that time. N.C. General Statutes 130A -309.130 through 130A- 309.141, provide that the disposal of electronic waste is prohibited in landfills. The City's requirements to receive electronic waste in accordance with State mandates have resulted in increased household hazardous waste tons.

The contract amendment will increase the current contract value by $385,000 to cover the funding gap that has occurred over the first three year term. Additionally, the contract amendment will fund the renewal (fourth year) by increasing the current estimated annual...
