PURPOSE:
The Field Operations Department is responsible for maintenance of the White Street Landfill. Landfill Maintenance Services were recently bid out and an award is recommended. The total contract value will exceed $100,000, which requires City Council approval.

BACKGROUND:
Landfill services are State regulated. The City requires contracted support to assure that the White Street Landfill is maintained to legal standards.

At the request of the Field Operations Department, the Centralized Contracting Division conducted a competitive Request for Bids, in an on-line solicitation through the Greensboro Electronic System, Event #8130. The M/WBE Office provided the Centralized Contacting Division with a list of 41 M/WBE firms from the Greensboro 10-county area to invite these businesses to participate in the solicitation opportunity through an outreach email. A total of 835 potential vendor contacts received automated email notifications for the contract opportunity through the GEPS system.

Two companies submitted bids. D & D Grading submitted the lowest bid and met the MWBE goals. Based on the lowest responsive, responsible bid standard of award the Field Operations Department, M/WBE Office and Centralized Contracting Division concur in their recommendation to award the contract to D&D Grading.

BUDGET IMPACT:
The two-year contract has a potential one-year renewal and is scheduled to begin on July 1, 2016. The estimated annual amount is $250,000. The total estimated value for the two year contract term is $500,000. The total contract value including the renewal is $...
