PURPOSE:

City Council is requested to approve execution of Amendment #1 for Contract 2015-5278 to amend the professional design services for Hester Park Master Plan Phase I with CLH Design PA of Cary, North Carolina.

 

BACKGROUND:

This request originated as part of the professional services provided by CLH Design PA, for the Hester Park Redevelopment Master Plan, which was completed December 31, 2015 and approved by the Parks and Recreation Commission on January 13, 2016. The first phase of the park redevelopment recommended by the plan includes but is not limited to development of a new park entrance, additional parking and walking trails, outdoor fitness equipment, multi-purpose field improvements, wayfinding signage and façade improvements for Trotter Community Recreation Center.  A more detailed description of the work for this amendment is addressed in the proposal letter dated May 11, 2016 from CLH Design PA and is included as “Attachment A.” The letter indicates the additional tasks to have the first phase of project design completed and ready for construction by Summer 2017.

 

The current Contract 2015-5278 with CLH Design PA in the amount of $19,500 provided conceptual master plan development for Hester Park.  CLH Design PA is requesting an amendment to be added to the existing contract in the total of amount of $129,800 to perform site design, develop construction documents, and to execute the bidding and provide constriction administration on behalf of the City for Hester Park Phase I implementation. The City’s M/WBE Office provided CLH Design PA, which is a certified HUB/WBE firm, a list of M/WBE sub-consultants opportunities to be included in the professional services related to the amendment, as well as, Special Instructions to Bidders regarding compliance with the City’s M/WBE Program. As a result, CLH Design PA has committed to an MBE utilization goal of 23%, utilizing Norwood Architecture & Design Inc. for architectural design services as part of the amendment request.

 

BUDGET IMPACT:

The Parks & Recreation Department plans to fund the additional project costs in the amount of $129,800 (One Hundred Twenty Nine Thousand Eight Hundred Dollars) using funds in account number 472-5006-01.5410. The current Contract 2015-5278 in the amount of $19,500 provided for development of the conceptual master plan design for Hester Park. Upon approval of this Amendment request, the total design completion and construction administration services will be in the amount of $149,300.

 

RECOMMENDATION / ACTION REQUESTED:

Parks & Recreation Department requests for City Council to approve the contract extension amendment with CLH Design PA in the amount of $129,800 (One Hundred Twenty Nine Thousand Eight Hundred Dollars) for the amended professional services for the Hester Park Master Plan Phase I project.
