PURPOSE:
Allocations are for programs funded through the Workforce Innovation and Opportunity Act (WIA) via the U.S. Department of Labor, passed through the N.C. Department of Commerce (NC DOC) and its Division of Workforce Solutions to the Workforce Investment Act Local Area program administered by the City of Greensboro's Office of Workforce Development division and the Guilford County Workforce Development Board (WDB). A budget amendment needs to be approved to allow the expenditure of funds.

BACKGROUND:
1. Includes Detail Section 1 below. The Welfare Reform Liaison Project is a partner in the NCWorks Career Center System and entered into a five-year sublease agreement with the City of Greensboro to pay a portion of the rent for the High Point NCWorks Career Center for office space used by its staff in the amount of $258.34 per month for a total of $15,501 beginning in November 2013.

Effective September 1, 2015, a new agreement increased the office space usage and rent amount to $516.67 per month, which increases the total amount of the lease agreement to $25,318.

The 2013 Welfare Reform Rental Income Fund is increased in the amount of $9,817.

BUDGET IMPACT:
The attached ordinance results in an increase of $9,817. This increase will be funded through rental income. No City funding is required.

RECOMMENDATION / ACTION REQUESTED:
It is recommended and requested that the City Council adopt the attached budget ordinance establishing and/or adjusting funding in the amount of $9,817 for Workforce Innovation and Opportunity Act Local Area programs.
