PURPOSE:

City Council is requested to authorize contracts with Partners Ending Homelessness (PEH) and the Interactive Resource Center (IRC). 

 

BACKGROUND:

The Neighborhood Development Department recommends proposed funding of $393,639 in Nussbaum funds (including $150,000 for housing vouchers) for PEH and $125,000 for direct funding to the IRC for FY 16-17. In addition to Nussbaum funding, Emergency Solutions Grant and Community Development Block Grant funding is allocated for homelessness prevention activities as indicated in the table below.

The Department of Housing and Urban Development’s (HUD’s) goal is that every community designate a single agency as the primary point of coordination for homelessness prevention.  PEH is Guilford County’s lead agency for homelessness prevention. In this capacity, Partners Ending Homelessness will administer $746,865 of the total allocation of city funds designated for homelessness prevention. In May 2016, the CDBG and ESG funding allocations were approved by Council. Direct funding to the IRC will support day shelter and winter emergency shelter needs in Fiscal Year 2016-17.

 

PEH and the IRC are 501(c) (3) tax exempt organizations and have satisfied board member and staff training requirements for receiving FY 16-17 city funding. Agency Board of Directors lists are attached.

 

BUDGET IMPACT:                      Federal CDBG and ESG funds of $353,226 and Nussbaum funds of $518,639 will be used to fund the agreements, pending the FY 16-17 budget adoption and available funds.

 

RECOMMENDATION / ACTION REQUESTED: Council is requested to authorize contracts with Partners Ending Homelessness and the Interactive Resource Center and to authorize the City Manager to execute the contract documents in FY 16-17.
