PURPOSE:
City Council approval is being requested to enact the Ordinance19-2 of the Greensboro Parks and Recreation Rules and Regulations to be applied for all parks in the Central Business District (CB), parkland adjacent to designated greenways, regional parks and botanical gardens.

BACKGROUND:
On April 13, 2016 the Greensboro Parks and Recreation Commission unanimously approved the addition of 19-2 to allow for only parkland in the Central Business District (CB), regional parks, botanical gardens and adjacent to designated greenways to be permitted for mobile food vendor and alcoholic beverage sales / operations on public property. Currently mobile food vendors are prohibited from operations on public property without the use of a Special Event Permit. 19-2 shall supersede all other ordinances in conflict with the provisions of this section. In addition to obtaining a mobile food vendor permit from the City, mobile food vendors shall obtain an operating permit from the park operator or the Director of the Parks and Recreation Department, or designee, as applicable. The City Manager or designee shall determine the selection process for awarding operating permits, the duration of the permit, and the fees that may be charged or revenue sharing agreements.

Staff have worked and vetted control / enforcement considerations with the Police Department, the State Alcoholic Beverage Control Commission (ABC) and the local Greensboro ABC board to gain their support.
