PURPOSE:

To amend Section 2-90 of the Greensboro Code of Ordinances to clarify the contracting authority of the City Manager

 

BACKGROUND:

On November 3, 2014 City Council directed staff to pursue cost cutting measures and to give City Council oversight over certain contracts.  The successful motion was to “reduce the City Manager threshold from $300,000 to $100,000 to increase transparency and better monitor spending, exceptions to be left at $300,000 are settlement authority by the City Manager and contracts related to capital projects.” 

 

On July 9, 2015, City Council amended Section 2-90 to conform to the directive.  Subsequently, additional questions have arisen which require clarification of the Code.  The amendments to Section 2-90 will clarify that service contracts in excess of $100,000 must be approved by City Council and that the City Manager retains all other contracting authority up to $300,000.

RECOMMENDATION / ACTION REQUESTED:

It is recommended that City Council amend Sec. 2-90 of the Greensboro Code of Ordinances.
