PURPOSE:

The Police Department is responsible for City-wide Security Services and currently manages a single contract to meet security needs in various locations. Following a rebid for the services this contracts is expected to exceed $100,000 over the contract terms, which requires City Council approval.

BACKGROUND:

Due to the unanticipated termination of the current City-wide Security Services contract, the Police Department asked the Centralized Contracting Division to conduct an on-line competitive Request for Bids (RFB) for Security Services at various City locations through the Greensboro Electronic Procurement System (GePS) in Event #8147.

The various services needed were de-bundled to provide an opportunity for multiple vendors to bid on four separate contracts for these Security Services. The M/WBE Office provided a list of four potential M/WBE firms located in the Greensboro 10-county area. The Centralized Contracting Division sent an outreach email to these vendors inviting them to participate in the solicitation opportunity. A total of 324 contacts registered under the event commodity code were notified of the solicitation through the GePS system.  Six firms submitted responses.  Of the six firms, three were North Carolina State certified MBE firms.

Based on the Best Value standard of award, which considers how the contractors met various criteria defined in the RFP, the Police Department and the Centralized Contracting Division concur in this recommendation to award this contract for Security Services for the Greensboro Police Department to East Coast Protective Services, a North Carolina certified minority owned business with offices located in Greensboro, NC.

BUDGET IMPACT:

The initial contract term is for three years, with two potential one-year renewals. The total cost over this term is estimated at $295,753. The total potential five-year amount is estimated at approximately $492,921. Funding for year one of this agreement is expected to be available in the 2016-17 Annual Budget. Funding in future years is contingent upon City Council appropriations through the annual budget.

RECOMMENDATION / ACTION REQUESTED:

City Council approval of the resolution authorizing the award of Contract #2016-10451 for Security Services for the Greensboro Police Department is requested.
