PURPOSE:
To enact Section 2-91: Infrastructure Reimbursement Agreements which enables the City to enter into infrastructure reimbursements as provided by NCGS 160A-499.
BACKGROUND:
Pursuant to NCGS 160A-499, a city may approve reimbursement agreements with private developers and property owners for the design and construction of municipal infrastructure that is included on the city's capital improvement plan and serves the developer or property owner. Municipal infrastructure includes water mains, sanitary sewer lines, lift stations, stormwater lines, streets, curb and gutter, sidewalks, traffic control devices, greenways, trails, and other associated facilities.
NCGS 160A-499(b) provides, “a city shall enact ordinances setting forth procedures and terms under which such agreements may be approved.” Therefore, to exercise its right to enter into such infrastructure reimbursement agreements, the city will enact Section 2-91 of the Greensboro Code of Ordinances.

It is recommended that City Council enact Section 2-91: Infrastructure Reimbursement Agreements of the Greensboro Code of Ordinances.
