PURPOSE:

GDOT recommends the City of Greensboro adopt the 2015 Bicycle, Pedestrian, Trails and Greenways Master Plan (BiPed) Update adopted by the Transportation Advisory Committee in September 2015.  This update replaces the original BiPed Plan adopted by the MPO and the City in 2006.

 

BACKGROUND:

Much has been accomplished since the MPO and City adopted the first BiPed Plan in 2006. Twenty miles of on-street bicycle facilities, 7 miles of paved greenways, 16 miles of unpaved trails, and over 133 miles of sidewalk have been constructed.   Thanks in large part to voter approved transportation bonds and the City's effective engagement with the MPO and the NCDOT, approximately $20 million in federal funding was leveraged for sidewalk and greenway construction between 2006 and the end of 2015. 

 

The BiPed Plan Update was developed using an intensive analysis and public outreach effort.   The Plan inventories bicycle, pedestrian, trail, and greenway facilities; incorporates new analytical methods and  capabilities including detailed analysis of safety issues and technologies for counting bicyclists and pedestrians; and recommends many additional bicycle and pedestrian facilities prioritized in light of current data and updated community priorities and needs. The plan also provides guidance for innovations in infrastructure, safety, programs, and policies to help improve walking and bicycling conditions throughout the region. 

 

Implementation of the BiPed Plan will benefit residents by improving community health, quality of life, transportation choices, and the local economy.  Adopting the BiPed Plan Update will reinforce the City’s commitment to improving bicycle and pedestrian safety and comfort throughout the City. Therefore it is recommended that the City of Greensboro adopt the BiPed Plan Update at this time. 

 

BUDGET IMPACT:

No additional funds are required to approve the 2015 Bicycle, Pedestrian, Trails and Greenways (BiPed) Plan Update.

 

RECOMMENDATION / ACTION REQUESTED:

The Department of Transportation recommends and requests that City Council approve the attached resolution adopting the 2015 Bicycle, Pedestrian, Trails and Greenways (BiPed) Plan Update.
