PURPOSE:

Water Resources is requesting a contract change order to the Airport Lift Station Replacement Sewer Design Contract 2014-0770 to provide additional design services and coordination efforts associated with the proposed gravity sewer line that will replace the existing Airport Lift Station. In order to provide the additional design services approval for a contract change order is requested.

 

 

BACKGROUND:

The City authorized professional services design contract 2014-0770 with Arcadis G&M Of North Carolina, Inc. in the amount of $209,000 to design a gravity sewer line to abandon the existing Airport lift station.  The project included design and construction drawings for 8,000 feet of 16-inch gravity sewer through the PTIA property and the abandonment and demolition of the existing Airport lift station. Change Order No. 1 in the amount of $90,600.00 was approved on July 31, 2015 to cover changes to the original sewer line alignment necessary for meeting State permitting constraints.  The new alignment included provisions meant to provide cost savings in the project construction phase. Change Order No. 2 includes additional efforts and engineering design work associated with new permitting requirements imposed by NC Department of Transportation and Piedmont Triad Airport Authority (PTAA). Additional requirements include a roadway support shoring plan, traffic control plan, environmental evaluation of PTAA wetlands and buffers and fencing and security measures on stormwater grates. Additional coordination and field work needed to complete the final design is included as part of this change order fee.

 

The design team for the original contract included Arcadis G&M Of North Carolina, Inc. and JC Waller & Associates, PC. JC Waller & Associates, PC is a local MBE and their utilization constitutes 22% of the change order amount.

 

BUDGET IMPACT:

Funding in the amount of $59,400 is budgeted in the Water Resources Capital Improvements Fund account 503-7025-05.5410 (Professional Services). A budget adjustment is necessary to use this account.

 

RECOMMENDATION / ACTION REQUESTED:

The Water Resources Department recommends City Council approve Change Order No. 2 with Arcadis G&M Of North Carolina, Inc. for the Airport Lift Station Replacement Sewer Design Contract 2014-0770 in the amount of $59,400 and the associated budget adjustment.
