PURPOSE:
Conduct a public hearing to consider adoption of a Municipal Service District Plan for the Historic Aycock Neighborhood, as required under ?160A, Article 23 of the North Carolina General Statutes.

BACKGROUND:
The Aycock Historic Municipal Service District was established in 1990 and encompasses 289 properties within the Aycock Historic District. The use of municipal service district funds are guided by an adopted plan that identifies eligible programs, projects and services which enhance the historic character of the neighborhood and are above and beyond the services ordinarily provided by the City. The tax rate within the district is currently set at $.05/$100 real property value.

To date, MSD projects in the Aycock District have been guided by the Strategic Plan for the Aycock Neighborhood adopted in 2003. The proposed MSD plan provides greater focus and financial projections to guide investments. Revisions to the state statutes triggered a need for a focused plan to guide MSD projects and a transparent public input process to shape the plan.

BUDGET IMPACT:
There is no direct budget impact. As individual projects are identified under the MSD Plan, Council authorization of funds will be requested. The plan anticipates a FY 16-17 budget of $188,250 which will be considered as part of the City budget process.

RECOMMENDATION / ACTION REQUESTED:
Following a public hearing on May 25, the Historic Preservation Commission recommended approval of the Municipal Service District Plan for the Historic Aycock Neighborhood. Staff recommends approval of the resolution.
