PURPOSE:
Conduct a public hearing and consider adoption of the Randleman Road Corridor Plan, Phase 1.
BACKGROUND:
In April 2015, the Planning Department was directed to initiate a planning process for the Randleman Road Corridor. The Plan has been broken into two phases: the first focusing on the northern half of the study area from Freeman Mill Road to the I-40 interchange.
The purpose of this plan is to develop and articulate a shared vision for the corridor based on community input that can be used by both public and private entities to guide future growth decisions. The policies, tools and strategies identified in the plan will be used by the City to guide implementation activities that support growth and stability in the commercial corridor and the neighborhoods adjacent to Randleman Road.
Relationships developed among business owners, residents and City staff throughout the planning process will be leveraged to implement the recommendations of the plan and continue the successful collaboration between the City and Randleman Road area businesses and residents.
Plan recommendations were identified for three primary policy areas based on input from public meetings, online surveys, and door-to-door questionnaires conducted with business owners, property owners, and residents. These recommendations were prioritized and implementation tools and strategies were developed. These primary policy areas and priority projects include the following.
Reinvestment
• Educating businesses about existing City programs such as the Greensboro Community Development Fund.
Public Perception of the Corridor
• Continuing to address crime in the corridor.
• Improving the appearance of the corridor.
• Supporting business associations and neighborhood groups.
Transportation
• Improving key intersections.
The Planning Board conducted a public hearing on April 20, 2016 regarding the plan. Five speakers commented on the plan, indicating general support for the recommendations and encouraging the City to consider additional incentives to support business development in the corridor, development of trails along South Buffalo Creek and continued emphasis on reducing crime and addressing negative perceptions of the area. The Planning Board recommended approval of the plan, 8-0.
BUDGET IMPACT:
No budget impact. Funding will be sought for implementation activities as opportunities arise.

Staff recommends approval of the Randleman Road Corridor Plan, Phase I.
