PURPOSE:
The City of Greensboro contracts on an as needed basis with a Human Resources consulting firm that is specialized in the provision of support and services related to the City's health and welfare programs. The three-year contract, with two potential one-year renewals, will exceed $100,000, which requires City Council approval.

BACKGROUND:
On behalf of the Human Resources Department, the Centralized Contracting Division conducted an online Request for Proposals in the Greensboro Electronic Procurement System (GePS), Event # 7970, for Health and Welfare Professional Services to support the City's Wellness Programs; Income Protection Benefits; and Retirement Plans (not including the State benefit plan). The M/WBE Office assisted in a search to find certified M/WBE firms to solicit for the bid, but did not find any. Seven hundred and eighty-one vendor contacts, who were registered under the event commodity code, received automatic email notifications of the contract opportunity. A total of five businesses submitted responses to the RFP. Of those responding, none were State certified M/WBE firms.

A selection committee reviewed and evaluated the submittals based on criteria in the RFP for best value selection and recommended Sean Dunn Insurance, A Marsh and McLennan Agency, SDM&R, Inc., based on their proposal of innovative strategies, deliverables and performance guarantees and a more competitive fee structure.
