PURPOSE: As a condition of receiving federal Housing and Urban Development (HUD) formula grants funds, the City of Greensboro must submit an application (the Annual Action Plan) on behalf of Greensboro and HOME Program Consortium member jurisdictions Burlington, Guilford, and Alamance counties by May 15, 2016 after City Council approval.

 

BACKGROUND: The Annual Action Plan describes how the City and HOME Consortium partners plan to meet ongoing commitments and mandates using anticipated FY 2016-2017 from the following sources:

 

HUD Funding for the City of Greensboro and Greensboro HOME Consortium ($4,017,595)

Community Development Block Grant (CDBG): $2,172,321 ($2,022,321 HUD funds; $150,000 estimated program income)

Emergency Solutions Grant (ESG): funding to assist homeless persons secure permanent housing: $177,096

Housing Opportunities for Persons With AIDS (HOPWA): $325,096

Home Investment Partnership Program (HOME) - The City of Greensboro is the administrative agent for HOME Investment Partnership Program funds for the City of Burlington and Alamance and Guilford counties:

Greensboro:  $902,773 ($782,773 in HUD funds; $120,000 in estimated program income) 

                     Burlington:     $207,924

                     Guilford County:  $122,308

                     Alamance County: $110,077

 

Proposed Uses of HUD Funds:

Section 108 Loan Re-payment: $740,310 (mandated obligation - CDBG)

Program Administration: $464,241 ($385,964 CDBG; $78,277 HOME)

Fair Housing Administration: $18,500 (CDBG)

South Elm Street Economic Development: $230,000 (CDBG)

Citywide Housing Rehabilitation Program: $596,417 ($496,417 CDBG; $100,000 HOME)

Code Compliance Boarding: $25,000 (CDBG)

Homelessness Prevention: $353,226 ($176,130 CDBG; $177,096 ESG)

Affordable Housing Development RFPs: $624,496 (HOME)

Housing Assistance for Persons with AIDS: $325,096 (HOPWA)

Redevelopment Area Activities: $100,000 (CDBG)

Homebuyer Downpayment Assistance: $100,000 (HOME)

 

 

BUDGET IMPACT: $3,307,286 in new federal HUD grant funds and an estimated $270,000 in program income will be available to address affordable housing, economic development, and community revitalization needs in Greensboro.

 

RECOMMENDATION / ACTION REQUESTED: Request that Council conduct a public hearing to receive comment on the proposed FY 2016-2017 Annual Plan application and adopt the attached resolutions to authorize submission of federal program plans and funding application to HUD.
