PURPOSE:
Water Resources is requesting a contract change order to the Mitchell Water Treatment Plant Clearwell Replacement Construction Administration and Inspection Services Contract 2015-0830 to provide additional construction oversight associated with the discovery of a failure on the 42-inch filter watermain. In order to oversee the pipe repair and additional field work, approval for a contract change order is requested.


BACKGROUND:
On January 4, 2016 the City authorized professional services construction administration and inspection services contract 2015-0830 with CDM Smith, Inc. in the amount of $471,400 to support the Mitchell Water Treatment Plant Clearwell Replacement Construction Project. This contract provides for onsite observations of the work and field check of materials and equipment for the construction of the Clearwell Replacement project. CDM Smith, Inc. was previously placed under contract to design, obtain permits and assist with the bidding of the improvements associated with the project. The change order will allow the engineering team to extend their onsite observation, evaluation and technical guidance to the additional work necessary for repairing the existing 42-inch filter watermain found to be leaking.

The Construction Administration and Inspection team for the original contract included CDM Smith and CriTek Engineering Group, P.C.
