PURPOSE:
Water Resources is requesting a contract change order to the Mitchell Water Treatment Plant Clearwell Replacement Contract 2011-062 to address a major failure to an existing 42-inch filter watermain, provide for rock removal and replacement of unsuitable soils. In order to repair the failure and address site conditions, approval for a contract change order is requested.

BACKGROUND:
The City Council awarded Contract 2011-062 for the construction of the Mitchell Water Treatment Plant Clearwell Replacement to D. H. Griffin Infrastructure, LLC in the amount of $5,604,000 on August 18, 2015. The work consists of: constructing a new 1 million gallon (MG) prestressed concrete clearwell tank, yard piping and appurtenances, grading, road and stormwater improvements, finished water piping and valve improvements in the high service pump station, and associated electrical and instrumentation work.

Change Order No. 1 is the result of conditions encountered by the Contractor during construction of the new clearwell and piping, including the discovery of a major leak on the 42-inch filter watermain. The 42-inch cast iron pipe that failed was installed in 1956 and carries treated water from the filter plant to the Lake Daniel finished water clearwell. Leaks from the cracks discovered in the pipe have significantly hampered clearwell foundation construction.
