PURPOSE:
The Property Management Section of the Engineering & Inspections Department is in the process of purchasing property located at 2602 W. Woodlyn Way, parcel #0095498, for use by the Water Resources Department. City Council approval is requested for the purchase of this property.

BACKGROUND:
The Hilltop Road Lift Station is nearing its design capacity due to increasing activity in the Hilltop drainage basin. The Sewer Master Plan indicates that the station is expected to have an average daily flow well above the existing design capacity. To address current and future flow concerns the City intends to increase the lift station capacity. The existing station site is landlocked making a station capacity increase at this location unfeasible; therefore, a downstream site needs to be evaluated and acquired.

The Water Resources Department along with their consulting engineering firm Arcadis, have determined that the property located at 2602 W Woodlyn Way owned by Christine Idol, is the best location for the new station. It is directly downstream from the existing station and is also downstream from the existing Sedgefield Lakes lift station which allows for future abandonment of this station. The property was appraised by Lynn Ritchy of LR Appraisals, Inc. and was valued at $260,000. After review of the impact on the property and the impact of the proximity of the Lift Station, the owner agreed to accept $287,320. The purchase of this property will allow for a site that is buffered from existing homes in the Adams Farm subdivision as well as the Sedgefield Lakes subdivision.
