PURPOSE:
The City of Greensboro Water Resources Department wishes to enter into an agreement with the NC Clean Water Management Trust Fund (CWMTF) to accept a grant to construct the fourth phase of the South Buffalo Creek Water Quality and Habitat Enhancement Project. The project, which is proposed to be funded through the grant and matching funds, is estimated at $695,000. Council approval is requested for the agreement, and for a budget amendment to permit the expenditure of funds.

BACKGROUND:
The Water Resources Department previously acquired approximately 53 acres of floodplain property to construct a project to further enhance the water quality and aquatic habitat of South Buffalo Creek. The purchase was used as a match for a grant from the CWMTF to fund the design for the project. Construction of the completed design was broken into four phases. Since 2012, CWMTF has awarded $1,107,600 in grant funds with $1,315,127 from local Stormwater funds matched to complete the first three phases of the project. Construction of Phase One was completed in the fall of 2013 and Phase Two on March 1, 2016. Construction of Phase Three is currently in progress with completion scheduled for May 2016.

On February 18, 2015 City Council approved resolution 034-15 authorizing the Department to proceed with a grant application for Phase Four of the Project. The City was recently awarded a CWMTF grant in the amount of $347,500. Construction of this phase is estimated at $695,000.
