PURPOSE:

Michael Baker Engineering, Inc. was selected to provide construction engineering and inspections services for the construction of Downtown Greenway Phases 2e and 3a. City Council approval of the professional services contract with Michael Baker Engineering, Inc., in the amount of $419,795.83 is requested. Council is also requested to rescind resolution 085-15.

 

BACKGROUND:

Construction of a next section of the Downtown Greenway was advertised on March 26, 2015, under contract 2011-003 (EL-5101DO), but no acceptable bids were received after three bidding attempts. That section included the greenway sections on Fisher Avenue from Greene to Eugene (Phase 2e), on Eugene Street from Fisher to Battleground to Smith (3a), and on Smith Street from Spring to the Tradition Cornerstone at Prescott (3c).

 

Following discussions with Transportation, Engineering, NCDOT and the consultants, it was decided to remove Phase 3c from this construction contract. Phase 3c will be constructed at a later time. Construction of Phases 3a and 2e was recently advertised on March 17, 2016, and a new contract for construction engineering and inspections is required.

 

Council approved award of a construction engineering and inspections contract to Michael Baker on April 7, 2015, for Phases 2e, 3a and 3c in the amount of $577,662.66. A copy of that resolution is attached. With the removal of Phase 3c, however, a new contract with Michael Baker is needed to reduce the cost and to meet NCDOT requirements. The new resolution for that award is also attached. The previous contract will be terminated.

 

Roadway reconstruction, intersection changes, new signals and lighting, and the new trail and landscaping for this construction is a technical challenge that requires an unusually high level of engineering and inspection involvement. Considering the documentation and oversight required to meet the grant fund conditions and the NCDOT procedures, in addition to the engineering and inspection demands, the Engineering & Inspections Department and the Transportation Department accepted funding for a consultant to provide those services. That funding, which is 80% federal and 20% local match, is included in the municipal agreement with the NCDOT for the project.

 

BUDGET IMPACT:

Funding in the amount of $419,795.83 for this contract is available in the following account: 401-4553-01.6014 A12131.

 

RECOMMENDATION / ACTION REQUESTED:

The Transportation and Engineering & Inspections Departments recommend and request rescinding of resolution 085-15 and authorizing award of Downtown Greenway Phase 2e/3a Construction Engineering and Inspections Contract to Michael Baker Engineering, Inc.
