PURPOSE:
To grant a Global Encroachment agreement in City right-of-way and City property for the installation of public art. When public or private entities request to use City right-of-way, it is required that they secure approval by City Council.
BACKGROUND:
VF Corporation approached the City in order to request placement of public art in City right-of-way. The Wrangler brand held the first annual "Jeansboro Day" Nov. 17, 2015 in Greensboro, to celebrate the unique heritage and lasting significance of the community's role in that classic American icon: the blue jean.
Wrangler and Cone Denim are developing a series of jean sculptures to serve as a symbol of Jeansboro Day in Greensboro. Partnering with local high school and college students, the seven statues will be installed with a focus in downtown. Students will be able to submit ideas via an online portal, and Wrangler will choose the winning designs for implementation.
This encroachment and the first seven locations along N. Elm Street have been reviewed and approved by Engineering & Inspections, Transportation, Water Resources, and Legal. Future placement of the remaining eight sculptures will be subject to approval by City staff.
BUDGET IMPACT:
There is no budget impact. All associated costs will be incurred by VF Corporation.
RECOMMENDATION / ACTION REQUESTED:
Engineering & Inspections recommends that City Council grant VF Corporation a Global Encroachment agreement for the use of locating public art in City right-of-way and City property.
