PURPOSE:

City Council is requested to approve the bid with Holden Building Company, Inc. to construct the new Community Building / Memorial to Women, as part of Barber Park Phase II development. The bids have been received and in order for the work to proceed on this contract, City Council approval is requested for award of the contract for $3,000,436.

 

The attached Summary of the low bid, complete with selected bid alternates and value engineering with Holden Building Company, Inc., outlines the work for construction of the Community Building / Memorial to Women at Barber Park.  A resolution must be approved to authorize the contract.

 

BACKGROUND:

In 2009, Shermin Ata, Architect, PLLC was selected to provide design and construction documents for the second phase implementation of the adopted Barber Park master plan, which includes a Safety Town facility, a maintenance building, and a community building and memorial to the women of Greensboro.  Funding for the project was approved by residents with the November 2008 Bond Referendum and is also supplemented with private funding provided by the estate of the late Ruth Wicker and Safety Town, LLC, for the memorial to women and Safety Town respectively.

The submitted bid from Holden Building Company, Inc. resulted from value engineered pricing and select bid alternates for the Community Building / Memorial to Women at Barber Park in order to meet the existing available budget. As a result, the construction contract with Holden Building Company, Inc., will, at this time, only include the Community Building/Memorial to Women. Construction of the maintenance building will be delayed until future funding is identified.  The construction of Safety Town will be under a separate contract and budget between Holden Building Company, Inc. and Safety Town, LLC.

 

The established contract goals for the project, as established by the City’s M/WBE Office, were set at MBE 8% and WBE 7%. Holden Building Company, Inc. submitted goals compliant with the City of Greensboro M/WBE Plan, at MBE 8.09% and WBE 12.65% (see attached). The contractor was found to meet Good Faith Efforts.

H.M. Kern Corporation (Greensboro, NC)               *N/A; Did not meet minimum number of Good Faith Effort Determination points and was determined by the M/WBE Office to have a non-responsive bid

 

BUDGET IMPACT:

Funding for this contract is available in the following accounts: 472-5008-01.6013 and 220-5051-01.6013.

 

RECOMMENDATION / ACTION REQUESTED:

It is recommended that City Council approve the bid and award Contract 2016-0150 for Barber Park Phase II Community Building / Memorial to Women to Holden Building Company, Inc. in the amount of $3,000,436.
