PURPOSE:
City Council approval is requested to authorize a Budget Ordinance to appropriate $775,000 for construction of up to 250 temporary parking spaces at the South Elm Street Redevelopment area for non-exclusive use by users of the Union Square Campus building.

BACKGROUND:
On February 4, 2014, City Council passed a resolution supporting development of the Union Square Campus at the South Elm Street Redevelopment area and directing the City Manager and staff to develop a funding methodology for provision of up to 250 non-exclusive parking spaces at no cost to the Campus.

On January 20, 2015, City Council passed a resolution authorizing the sale of the 1.1 acres to Union Square Campus, Inc., which reiterated the commitment to provide up to 250 non-exclusive parking spaces at no cost to the Union Square Campus.

Timely construction of a temporary surface parking area is necessary to assure that the Union Square Campus building will be fully operational when staff arrives in June and July 2016 to prepare for classes scheduled to begin in August 2016. The final design will provide 225+ temporary surface spaces between Arlington and South Elm Streets south of East Gate City Boulevard. A 30+ foot landscaped buffer with pedestrian access will screen the parking area from vehicular traffic along Gate City Boulevard and planting zones along Arlington and South Elm Streets will provide separation from pedestrian zones.
