PURPOSE:

To grant a global encroachment agreement in City right-of-way for the installation of environmental monitoring wells. When public or private entities request to use City right-of-way, it is required that they secure approval by City Council.

 

BACKGROUND:

Weston Solutions, Inc approached the City in order to request placement of monitoring wells in City right-of-way due to groundwater contamination from the former Cotton Mill Square. The purpose of these monitoring wells is to further investigate potential groundwater impact from past manufacturing activities. The North Carolina Department of Environment and Natural Resources and Guilford County Department of Health and Human Services have directed that this investigation be performed to evaluate subsurface conditions. This agreement will allow Weston Solutions, Inc to place these monitoring wells in City right-of-way and also allow staff review and approval of potential future proposed locations.

 

This encroachment has been reviewed and approved by Engineering & Inspections, Transportation, Water Resources, and Legal.

 

BUDGET IMPACT:

There is no budget impact. All associated costs will be incurred by Weston Solutions, Inc.

 

RECOMMENDATION / ACTION REQUESTED:

Engineering & Inspections recommends the approval of the global encroachment which will allow Weston Solutions, Inc to use the City’s right-of-way.
