PURPOSE:
A resolution needs to be approved authorizing municipal agreement for Project U-5532 D: General Sidewalk Improvement Projects.

BACKGROUND:
Project U-5532D consists of sidewalk construction on 1) East Wendover Avenue between Arnold Street and Waugh Street (to fill the gap left by the EL-5101DD project due to permitting issues that have since been resolved); 2) western side of Summit Avenue from Scott Road to Creekbrooke Court; 3) western side of Plymouth Street from Harrington Street to Lucerne Street; 4) north side of Courtland Street from East Lake Drive Intersection to existing sidewalk; and 5) the east and west side of East Lake Drive from Courtland Street intersection to existing sidewalk. The purpose of this construction is to improve pedestrian safety, mobility, and accessibility, and to connect residents to needed destinations including public transportation and residential, commercial, educational, recreational and institutional uses.

The Metropolitan Planning Organization Transportation Advisory Committee, in cooperation with NCDOT, approved the use of federal STP-DA funding for short to mid-term sidewalk construction including project U-5532 D at their September 24, 2014 meeting. As a result NCDOT will reimburse the City 80% of eligible construction costs for project U-5532 D using federal STP-DA funding scheduled in the 2016-2025 State Transportation Improvement Program adopted in July 2015.

This agreement will provide for reimbursement of eligible construction costs of up to $451,040 (80%) from federal STP-DA funds requiring a 20% local match of $112,760. The Municipal Agr...
