PURPOSE:
Resolution needs to be approved to authorize municipal agreement for the Rudd Station Road Sidewalk Project (U-5532 C).

BACKGROUND:
The project consists of sidewalk construction along 1) the east side of Rudd Station Road from Scott Road to Townsend Road, and 2) the north side of Scott Road from Rudd Station Road to Summit Avenue. The purpose of this construction is to improve pedestrian safety, mobility, and accessibility, and to complete a project initiated as a result of a successful sidewalk petition for this location.

The Metropolitan Planning Organization Transportation Advisory Committee, in cooperation with NCDOT, approved the use of federal STP-DA funding for short-term to mid-term sidewalk construction including Rudd Station Road Sidewalk Project (U-5532 C) at their September 24, 2014 meeting. As a result NCDOT will reimburse the City 80% of eligible construction costs using federal STP-DA funding scheduled in the 2016-2025 State Transportation Improvement Program adopted in July 2015.

The Municipal Agreement defines the cost and construction responsibilities of the City and the NCDOT, including the terms to which the City must comply in order to receive reimbursements for project costs. This agreement provides for NCDOT to reimburse the City for 80% of eligible project costs up to $296,000 requiring a 20% local match of $74,000. Construction is expected to begin in December 2016.

Funds for this project will be established in account 401-4568-01 as follows:

$296,000 State Grant (80%)
$74,000 Local Funds (20%)
$370,000
