PURPOSE:
An ordinance needs to be approved to establish the budget for municipal agreement with North Carolina Department of Transportation for reimbursement of expenses associated with the Holden Road and Lindsay Street Sidewalk Projects.

BACKGROUND:
The project will construct sidewalks on the west side of Holden Road from Spring Garden Street to Meadowview Road and on the west side of Lindsay Street from Bessemer to existing sidewalk north of Murrow Boulevard. The purpose is to improve pedestrian safety, accessibility, and mobility, including for students walking to and from school.

The City of Greensboro established the Holden Road and Lindsay Street sidewalk project to fill a clear need and to respond to community requests. The City is working on the design and waiting to acquire needed rights-of-way for construction of sidewalks on Holden Road and Lindsay Street. The Metropolitan Planning Organization (MPO) submitted the project for consideration for construction funding by NCDOT under the Prioritization 3.0 process. The project scored very well, and as a result NCDOT agreed to reimburse the City for construction costs using federal Safe Routes to School funding in the 2015-2025 State Transportation Improvement Program adopted in July 2015.

The Municipal Agreement defines the cost and construction responsibilities of the City and the NCDOT, including the terms to which the City must comply in order to receive reimbursements for project costs.
