PURPOSE:
North Carolina General Statutes allows the governing board to initiate annexation of the property it has an interest in the 2200 Block of Chariot Drive by adopting a resolution stating its intent to annex the property, in lieu of filing a petition. In order to consider the annexation, the City Council must set a public hearing.

BACKGROUND:
This property is within the Tier 1 Growth Area (2013-2019) on the Growth Strategy Map in the Comprehensive Plan and Plan and is considered a satellite annexation.

This site is currently, and will remain upon annexation, a public street.

The street currently contains a 6-inch waterline and an 8-inch sewer line.

The City's Fire Department notes that this site is currently served by Alamance Station #54 on Presbyterian Road. Upon annexation it will be served by City Station #53 on Willow Road and Alamance Station #54. For a single unit response, service will remain the same. For multi-unit incidents, service should improve.

The Police Department can provide service with little difficulty.

Provision of other City services will involve a travel distance almost equal to that necessary to provide service to the previously-annexed property located to the east.

BUDGET IMPACT:
Initial service will be absorbed in the budget; future services will have an incremental effect on future budgets.

RECOMMENDATION / ACTION REQUESTED:
The Technical Review Committee (TRC) recommended this annexation to the Planning Board and to City Council. The Planning Board recommended this annexation a...
