PURPOSE:
Greensboro Transit Authority wishes to purchase six (6) replacement vehicles from Trans Dev (GTA Service Contractor). A budget ordinance is required to appropriate fund balance from the GTA Operating Fund for this purchase.

BACKGROUND:
GTA identified six vehicles in the fleet that have exceeded their useful life standards and have increased GTA's maintenance and repair expenses. Over the last 2 months, all of the six (6) vehicles have lost time due to maintenance issues and three of the six vehicles were down for a span of 10 days or more. Due to the excessive number of days these vehicles were down, the SCAT service quality has been adversely impacted with many SCAT trips being late by 15 minutes or more. In addition, there is increased likelihood that these vehicles will begin experiencing major component failure due to age and mileage.

Trans Dev, GTA's service contractor, has excess vehicles in their fleet and is willing to sell to the city six (6) replacement vehicles at a cost of $399,432. An additional $30,000 will be required to provide GTA decals on the six vehicles for a total of approximately $430,000. These vehicles have 5,000 or fewer miles. The Trans Dev price includes all of the on board equipment GTA currently uses (Mobile Data Terminals, Cameras, and Radios). The total cost of six (6) replacement vehicles procured through the state contract process would be $483,000 for the same type of vehicles.
