PURPOSE:
The Property Management Section of the Engineering & Inspections Department is in the process of purchasing a vacant lot located at 4801 A Bladen Road, parcel #0047747 for use by the Water Resources Department. City Council approval is requested for the purchase of this property.

BACKGROUND:
The subject property is located at 4801-A Bladen Road, parcel# 0047747. This property is owned by Linda Ilderton. The owner contacted the City regarding the sale of this vacant parcel of land. The Guilford County Tax Department valued the parcel at $13,000. The owner's asking price was $4,000 in addition to the City paying the tax bill of $181, making the total accepted asking price $4,181.

The property has become a natural catch basin for neighborhood storm water and the owner does not want to continue with the tax burden of owning the property. The Storm Water Division of the Water Resources Department anticipates that by purchasing this property it will eliminate the need for a costly storm water improvement plan for this and an adjacent property. The cost of building the drainage solution would exceed the value of the property.

The property is zoned R3 (Single-Family Residential). The total area of the lot is 12,632 Sq. Ft., (0.29 acre).

BUDGET IMPACT:
The land purchase in the amount of $4,181 is budgeted in the Stormwater Capital Improvements Fund. Account 506-7015-06.6011 will be used. A budget adjustment is needed to use this account.

RECOMMENDATION / ACTION REQUESTED:
The Property Management Section of the Engineering & Inspections Department recommends the approval of this purchase, and the associated budget adjustment.
