PURPOSE:
Beginning February 2013, the Greensboro Police department began purchasing body worn cameras for their patrol division. Using Justice Assistance Grant funds, federal forfeiture funds, budget funds and through private donations, the department has purchased 323 cameras for patrol and certain specialty units such as Canine and School Resource Officers. However, the 285 cameras designated specifically for patrol only afford the department a 2:1 ratio. The department wishes to allocate this money towards the future purchase of additional cameras and storage for its Body Worn Camera program. A budget ordinance needs to be approved by City Council in order to expend these funds.

BACKGROUND:
The Greensboro Police Department recognizes the importance of body worn cameras in law enforcement and is determined to provide enough cameras to its officers to be effective. To that effort, the department is channeling its finite financial resources to cover the gap. The department has received funds from US Department of Homeland Security and from Virginia's State Forfeited Asset Sharing Program. Furthermore, the department has interest remaining from a Local Law Enforcement Block Grant. The department wishes to dedicate these funds to its Body Worn Camera program.

BUDGET IMPACT:
The police department wishes to acquire additional cameras using the available funds. There will be no impact to budget for this transaction. The funds will be housed in account #220-3571-01.
