PURPOSE:
The Water Resources Department is requesting approval of a service contract with Carolina Management Team (CMT) to prepare, prime, and coat various surfaces at the Lake Townsend Water Treatment Plant (WTP) for the purpose of protecting and extending the service life of the plant infrastructure. In order for the coating work to commence approval of a service contract with CMT is requested.

BACKGROUND:
On September 28, 2015 Water Resources Department issued a Request for Qualifications (RFQ) for on-call protective coating services in order to identify firms that have the capability and qualifications to provide protective coating services at the Department's Water Treatment and Water Reclamation Facilities. CMT and Southern Paint and Waterproofing were selected for the on-call services contract based on their demonstrated capabilities and qualifications.

The coating project at Townsend Water Treatment Plant consists of surface preparation, priming, patching, and coating of basement walls, rooms, floors, stairwell, outside patio floor, backside walls, doors, steel supports, and windows, as well as the walls, piping, and floor for the backflow preventer and old communications network room. Coating of the floors and walls of the containment area for the sodium hypochlorite, liquid ammonium sulfate, aluminum sulfate, and sodium hydroxide feed systems will be covered in this contract as well. CMT is a certified WBE firm with significant business presence in the Greensboro MSA. The anticipated M/WBE utilization for the coating services contract is 3.2% of the total contract amount.
