PURPOSE:
This resolution will authorize a Municipal Agreement with the North Carolina Department of Transportation for College Road / New Garden Road Sidewalk Project by the City of Greensboro.

BACKGROUND:
The College Road /New Garden Road Sidewalk Project (Project C-5555 E) includes the construction of sidewalks and wheelchair ramps along 1) the east side of College Road from Guida Drive to W. Friendly Avenue; and 2) the west side of New Garden Road from W. Friendly Avenue to Ballinger Road. This project will fill gaps in the sidewalk network, improve pedestrian safety and accessibility, and connect pedestrians to a range of needed destinations including transit, commercial sites, residential areas, churches, and Guilford College.

This project was prioritized by the MPO and approved for funding by the Transportation Advisory Committee at their June 24, 2015 meeting. The project is identified for 80% funding under the Federal Congestion Mitigation and Air Quality (CMAQ) program for both the right-of-way and construction phases in the 2016-2025 Transportation Improvement Program. The City will be reimbursed 80% for eligible project expenses and will be required to provide a 20% local match. Construction is targeted to begin in Summer 2017. The agreement establishes the terms to which the City must conform in order to receive reimbursements for this project. Agreement provisions govern design details, property acquisition, contracting, inspections, billing procedures, and other project details.
