PURPOSE:
The Property Management Section of the Engineering and Inspections Department is in the process of selling surplus property consisting of a Human Services Center and adjacent land located at 301 South Church Street. City Council approval is requested to proceed with the sale of the property to the highest bidder.

BACKGROUND:
Property Management has advertised this property since August 6, 2015. The highest bid from Kotis Holdings, LLC was accepted in accordance with Section 4:122 of the City Code of Ordinances, "Sale of real property by advertisement for bid". The property was recently valued by Alan W. Sutton, an independent appraiser, at $1,035,000. The highest and final bid of $900,000 was accepted and advertised in the News & Record with a 10 day upset period. The upset period has expired with no further bids.

The property includes lots at 301 South Church Street, 311 East Washington Street, 309 East Washington Street, 303 South Church Street, 304 Hughes Street, 312 Hughes Street, and 312-338 Hughes Street (parcels #0000337, #0000334, #0000332, #0000333, #0000338, #0000339, and #0000340, respectively). The total area of the property is 59,241 Sq. Ft., (1.36 acres). The total building area is 40,729 Sq. Ft. It has been determined that there is no municipal need for the property. The property is zoned CB, Central Business District.

BUDGET IMPACT:
The proceeds from this sale will be credited to the following Sale of Real Estate revenue accounts, 411-5001-01.8616 for $500,000 and 411-6001-01.8616 for $400,000. The revenue received will be used by Parks and Recreation maintenance projects as well...
