PURPOSE:
Water Resources desires to add additional project areas to contract 2012-076 that require water line rehabilitation with funding approved in the FY 15-16 budget. This ongoing effort is critical for addressing identified water distribution piping deficiencies through the rehabilitation of substandard lines. Approval of contract extension #3 is requested in order to add additional funding to the contract for new project areas.

BACKGROUND:
Contract 2012-076 was approved and authorized by City Council on October 15, 2013. The contract was awarded to Heitkamp, Inc. in the amount of $3,449,107. When this contract was bid, the City reserved the right to extend it as a "Unit Price Contract." Contract extension #1 was approved by City Council on October 7, 2014 in the amount of $1,968,000. Contract extension #2 was granted in December of 2014 to add additional time to the contract. The City's pipe rehabilitation program is designed to correct substandard water lines that are identified through an evaluation of the host pipe age, material type, installation method, system pressure, flow, and water quality. As part of the contract extension, 36,243 linear feet of waterline will be improved. The work includes 21,894 linear feet of 6-inch pipe, 9,562 linear feet of 8-inch pipe and 4,787 linear feet of 12-inch pipe.

The M/WBE goals set for the original contract were 3% MBE and 4% WBE. The M/WBE Office completed a review of the contract and available subcontracting opportunities and reconfirmed the MBE utilization of 3%. The contractor will utilize a WBE outside the Greensboro MSA. The ...
