PURPOSE:

The Greensboro Parks and Recreation Department has received a reimbursement grant from the Piedmont Triad Regional Council Area Agency on Aging, in the amount of $15,200 to support Smith Senior Center. To accept this reimbursement grant, a budget amendment is requested from Greensboro City Council in accordance with current city fiscal procedures.

BACKGROUND:

The Greensboro Parks and Recreation Department has entered into an agreement with the Piedmont Triad Regional Council Area Agency on Aging to provide and enhance services for the senior residents within the City of Greensboro. The Piedmont Triad Regional Council Area Agency on Aging is responsible for planning, developing, implementing, and coordinating aging services for seven counties in the Piedmont Triad (Alamance, Caswell, Davidson, Guilford, Montgomery, Randolph, and Rockingham) and their 171,268 residents age 60 and older.  The agency is organized to identify and support State area agencies who qualify for funding through the Federal Older American’s Act (OAA) and provides services to the elderly.

The Piedmont Triad Regional Council Area Agency on Aging has agreed to reimburse the Greensboro Parks and Recreation Department for expenses occurred with providing improved services and facilities for senior citizens up to a maximum of $11,400 for fiscal year 2015-16.  In order to receive the funds, the City of Greensboro is required to provide a match of 25% of the value of the project (i.e., $3,800).  The total grant project is valued at $15,200.

The funds provided will reimburse the City of Greensboro for: costs to install non-slip, epoxy flooring in the bathrooms of Smith Senior Center; cost to purchase a portable PA system for senior programs and special events; and payments to a certified music therapist to provide “Healthrhythms” group drumming classes each month during fiscal year 2015-16.

BUDGET IMPACT:

This requested action will have no adverse impact on the City of Greensboro budget. Without the grant funds, the Greensboro budget would be responsible for all expenses that this grant supplements. Grant funds awarded were anticipated during the budget process due to the Parks and Recreation Department being a recipient of funding from this agency for the past fourteen years. The total grant project is $15,200 which includes an award of $11,400 from the Piedmont Triad Regional Council Area Agency on Aging and a 25% match of $3,800 which the Parks and Recreation Department has available within Account #101-5046-03.5237.

RECOMMENDATION / ACTION REQUESTED:

It is recommended that the City Council adopt the attached budget ordinance establishing funding in the amount of $15,200 for the reimbursement grant from the Piedmont Triad Regional Council Area Agency on Aging FY 15/16 Senior Center General Purpose Grant.
