PURPOSE:
The Property Management Section of the Engineering & Inspections Department is in the process of acquiring right of way and easements for the High Point Road Streetscape project. City Council approval is requested for the acquisition of this property.

BACKGROUND:
The Transportation Department has an approved streetscape project on Lee Street and High Point Road. The current Phase I includes the section from Coliseum Boulevard to Pinecroft Road. The project will enhance the corridor's visual appeal, safety, pedestrian and bicycle facilities, and transit mobility. Construction started in 2015.

The subject property is located at 3020 Gate City Boulevard, parcel #0054207. This property is owned by Sackett Greensboro, LLC. The portion of property to be acquired was appraised by Steve Randall of Foster Appraisals and was valued at $36,075. After extensive negotiations which reviewed the impact of driveway reconstruction to the center, the owners agreed to accept $45,000.

The property is zoned AO (Automotive-Oriented). The required right-of-way acquisition consists of 550 Sq. Ft., (.0.01 acre). Also required are a permanent drainage easement of 2,512 Sq. Ft., (0.06 acre), and a temporary construction easement of 4,515 Sq. Ft., (0.10 acre).

BUDGET IMPACT:
The funding from 2008 Transportation Bond Funds for this purchase is budgeted in Account #471-4502-12.6012, Activity #A13106

RECOMMENDATION / ACTION REQUESTED:
The Property Management Section of the Engineering & Inspections Department recommends approval of the purchase.
