PURPOSE:
City Council is asked to consider an award of $150,000 in Nussbaum Housing Partnership funds to Community Housing Solutions of Guilford, Inc., for the purpose of carrying out a heating repair services program for low income homeowners.

BACKGROUND:
On September 15, 2015, City Council approved the appropriation of $150,000 in Nussbaum Housing Partnership funds for the purpose of carrying out a heating repair services program for low income homeowners in Greensboro. A request for proposals process was advertised and two responses were received.
The most responsive proposal came from Community Housing Solutions of Guilford, Inc., [CHS]. CHS will carry out a turn-key program to identify eligible homeowners, document income eligibility, diagnose repairs or replacements, and contract for services. They will leverage additional grants and in-kind services including funds such as Piedmont Natural Gas and the North Carolina Housing Finance Agency's Urgent Repair Program. City Homeowner Rehabilitation Program staff will monitor performance and work quality. CHS will report accomplishments to the City on a quarterly basis. The contract will run through October 2016 or until the funds are exhausted, whichever comes first. A minimum of 40 low income homeowners are projected to be served. CHS will follow Good Faith Efforts and outreach for eligible Minority and Women Business Enterprise HVAC subcontractors.

BUDGET IMPACT:
$150,000 is currently available in 211-2103-11.5931 Heating System Repair/Replace
