PURPOSE:
City Council approval is requested for an extension of work and time for Contract 2013-010, Lake Higgins and Lake Brandt Earthen Dam Maintenance. In order for additional work to proceed on this contract, City Council approval is requested for this change order to Carolina Environmental Contracting, Inc. in the amount of $115,373.50.

BACKGROUND:
This work consists of installation of additional stream protection measures to improve water quality flowing into the City's drinking water lakes, which have recently been impacted by land disturbance activities associated with the construction of the urban loop and road widening activities in the water supply watershed. Construction of the outer loop near Battleground Avenue and Horse Pen Creek Road has been ongoing for over a year, and negative impacts to our lakes and water quality are occurring, despite the NC Department of Transportation's compliance with State erosion and sedimentation control requirements. The additional protections also create cost savings at the treatment plant.

This change order request adds 96 days to the original 150 day duration contract, thus making the proposed construction schedule duration a total of 246 days. The proposed start date is December 1, 2015 and the proposed date of completion is August 3, 2016.

The M/WBE utilization goal was MBE 2.0% and WBE 2.0%. The contractor's sub-contracting commitment for the original contract is MBE 2.89% and WBE 0%. The contractor is a certified WBE firm that satisfies the WBE goal as a prime.
