PURPOSE:
The bids for Contract 2014-94A (2014 Bridge Maintenance & Repair) have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to Freyssinet, Inc., for $739,990.00.

BACKGROUND:
This work is to repair bridges as part of ongoing maintenance efforts on Greensboro streets. It consists of preparation and spot painting of existing structural steel; structural steel repairs; replacement, repair, or painting of bearings; disposal of waste material; and concrete substructure repairs. The bids were opened on September 24, 2015 and the apparent lowest, responsible bidder is Freyssinet, Inc. (Sterling, VA) with a bid of $739,990.00.

The repairs will be made on the following bridges:

Municipal Bridge No. 400003 - South Elm-Eugene Street over South Buffalo Creek
Municipal Bridge No. 400221 - Washington Street over South Murrow Boulevard
Municipal Bridge No. 400179 - Gorrell Street over South Murrow Boulevard
Municipal Bridge No. 400447 - West Cone Boulevard over Lawndale Drive
Municipal Bridge No. 400601 - Patton Avenue over South Buffalo Creek
Municipal Bridge No. 400399 - North Elm Street over North Buffalo Creek

The goal setting committee reviewed the available subcontracting opportunities. Because the repair contractor is expected to perform all but a minimal amount of the work, the combined M/WBE subcontractor utilization goal was set at 3%. The contractor's commitment is MBE 0.0% and WBE 3.5%.
