PURPOSE: This resolution re-names the Complaint Review Committee ("CRC") to the Police Review Board and adopts changes to the procedures for nominating appointees and the number of members, as well as changes to the times and locations of regular meetings. The resolution also adopts revised training for Board members, mandates allowing citizen advocates and permits taking complaints at regular meetings.

BACKGROUND: `In 2014, City Council formed the CRC Enhancement Committee for the purpose of finding changes to the process of reviewing of complaints against police officers. After a thorough review of the existing laws and current processes, the CRC Enhancement Committee determined that certain changes would require amendments to State laws. However, certain changes to the internal procedures do not require amendment of State law, and these changes are recommended for adoption by resolution. As the CRC is currently a subcommittee of the Human Relations Commission, a Joint Resolution of the City Council and Human Relations Commission would be required to enact all required changes. The recommended changes include:
- Changing the name of the CRC to the Police Review Board
- Expanding the membership of the Police Review Board to 9 members, with provisions to ensure representation of all districts, as well as diversity of race, gender and other factors
- Changing the times and locations of regular meetings
- Creating a process for complaining parties to be assisted by a self-selected advocate to assist in understanding complaint procedures
