PURPOSE:
The Greensboro Police Department (GPD) wishes to apply to the Governor’s Crime Commission (GCC) Crime Victims' Services Committee for a two-year federal grant award totaling $250,000 for the Greensboro Child Response Initiative (CRI) Program. The federal award for FY 15-16 is $100,000 and requires a 25% match of $25,000, making the total grant award $125,000 per year. The GPD will provide the match with in-kind contributions and NC Drug Tax funds. A second year of funding for FY 16-17 of $125,000 will also be requested. In accordance with current City fiscal procedures to apply for this grant, approval is required by City Council.
BACKGROUND:
The Governor's Crime Commission oversees the administration of annual federal block grant programs benefiting North Carolina's criminal justice and juvenile justice systems. The GCC designates specific committees to determine the most effective methods of equitably distributing these funds across the State. The mission of the Crime Victims' Services Committee is to advocate for victims by promoting the development of effective programs that improve the response of human service professionals and the criminal justice system to crime victims.
The Greensboro Child Response Initiative focuses on providing specialized mental health advocacy services to improve response to children who witness or experience violence in order to minimize the traumatic impact of violent crime among children. Primary activities include: (1) direct, specialized mental health advocacy services for child victims; (2) enhanced coordination of victim response across multiple victim-serving agencies; and (3) monthly advocacy/outreach activities to identify child victims in all police districts. The program has been active for eight years.
The grant funds will be used for personnel, training and office supplies for general day to day activities, maintaining program records and promotional materials. The grant cycle is active from July 1, 2015 through June 30, 2017.
BUDGET IMPACT:
The City’s two-year in-kind match of $50,000 will leverage $200,000 in federal funds. The local match will consist of office space, equipment and NC Drug Tax funds for a total grant project fund of $250,000.
RECOMMENDATION / ACTION REQUESTED:
City Council approval is requested for this grant application to support the Greensboro Child Response Initiative Program via Federal Grant Funds from the Governor’s Crime Commission FY 2015-17 in the amount of $250,000.
