PURPOSE:
The Field Operations Department is responsible for various operations to maintain City streets and facilities. The Department has a current annual contract for temporary labor services to assure that services including loose leaf collection and solid waste operations are adequately performed. The Department plans to extend and increase funding for the agreement. In accordance with current City policy, contracts exceeding $100,000 in value require City Council approval.

BACKGROUND:
In fiscal year 2010-11 services for a five-year contract for Temporary Labor Services were solicited by the Purchasing Division on behalf of the Field Operations Department. a contract was awarded to a single vendor, Patriot Services of Greensboro, a HUB certified Minority Business Enterprise; for an estimated amount that has totaled up to $450,000 annually during the five-year contract term.

The Centralized Contracting Division is in the process of developing a solicitation that could provide an opportunity to de-bundle the contract and support the M/WBE Program Plan so that multiple vendors may have an opportunity to be awarded contracts for these labor services. From an operations and financial standpoint it is also desirable to begin the next contract(s) at the start of the fiscal year beginning July 1, 2016. The Field Operations Department and Centralized Contracting Division concur in this recommendation to amend the current agreement to be extended through June 30, 2016 and to fund the agreement for an estimated amount of $350,000. This item was referred to Council by the General Government and Infrastructure Committees.
