PURPOSE:
The bids for contract 2015-046, South Buffalo Water Quality and Habitat Improvements - Phase 3, have been received. In order for the work to proceed on this contract, City Council approval is requested for award of the contract to River Works, Inc. in the amount of $667,485.
BACKGROUND:
The work in this contract consists of furnishing all labor, materials, equipment, and performing all work necessary and incidental to the installation of the slough and stream restoration or enhancement work in and along a 1,100 foot section of South Buffalo Creek, a 500 foot section of Unnamed Tributary 2, and a 100 foot section of Unnamed Tributary 3. Work includes the following: slough creation; stream channel bank and floodplain grading; installation of bank stabilization practices; in-stream structure placement; stream diversion operation installation; removal and proper disposal of all excess material from the project area at an appropriate approved disposal site; furnishing and planting live plant materials in-stream and throughout the floodplain; erosion control installation, seeding and mulching; and tree removal as described in the specifications and shown on the drawings.
Bids were opened on September 24, 2015, and the apparent lowest, responsible bidder is River Works, Inc. (Raleigh, NC) with a bid of $667,485.
The M/WBE utilization goal was MBE 4.0% and WBE 6.0%.
The contractor’s commitment is MBE 4.2% and WBE 7.3%.
The M/WBE office conducted its review and investigation which determined that River Works, Inc. made a good faith effort to comply with the MWBE policy.
The proposed date for start of construction is November 23, 2015. The proposed date of completion is March 2, 2016. This item was referred to Council by the General Government and Infrastructure Committees.
BUDGET IMPACT:
Funds for this $667,485 construction contract are budgeted in Stormwater Grant Fund account 220-7071-01.6018 A15114 in the amount of $665,200, and in Stormwater Capital Improvement Fund account 506-7015-02.6018 A16029 in the amount of $2,285. A portion of the funding is provided by a Clean Water Management Trust Fund grant in the amount of $332,600, which was awarded to the City on September 16, 2014 and accepted by City Council on April 7, 2015 by resolution 092-15.
RECOMMENDATION / ACTION REQUESTED:
It is recommended by the Departments of Engineering & Inspections and Water Resources that City Council approve the bid and award Contract 2015-046, South Buffalo Water Quality and Habitat Improvements - Phase 3, to River Works, Inc. for the bid amount of $667,485.
